people found guilty of possessing small amounts of drugs

are sent to a panel

a psychologist, social worker and legal adviser

jail time was replaced with the offer of therapy

incarceration they found

is far more expensive than treatment

so why not give drug addicts

health services instead

know what they've learned over the last 10 years?

they've learned that it works
